THAILAND signed the United Nations Framework Convention on Climate Change (UNFCCC) in June 1992 and ratified the Convention in March 1995. Realizing the seriousness of climate change as a global threat, the country has been contributing to international efforts to address climate change issues, as a Non- Annex I country.

In February 1999, Thailand signed the Kyoto Protocol, and ratified it on 28th August 2002. As a Non-Annex I country, Thailand has committed to promoting the implementation of Clean Development Mechanism (CDM) projects under the Kyoto Protocol in order to encourage clean and environmental-friendly technologies for greenhouse gas reduction. Thailand also aspires to promote the development and adoption of sustainable business practices.

In 2007, Thailand’s Ministry of Natural Resources and Environment redesigned the institutional framework for Thailand’s implementation to the UNFCCC and the Kyoto Protocol
